The Council reaffirmed the political importance of EUBAM Rafah and its continued support for the mission. It welcomed in particular the maintenance of the mission's operational capability as well as its reactivation plan, which would ensure a rapid resumption of its full activities in case of re-opening of the Rafah Crossing Point. The Council welcomed ongoing work in preparing EUBAM Rafah's extension.

The Council adopted a Joint Action extending the mandate of the EU border assistance mission for the Rafah Crossing Point until 24 May 2010. The mission would otherwise expire on 24 November of this year.

Welcoming the extension of the mandate of EUBAM Rafah for a further six months, the Council confirmed the EU's readiness to redeploy at short notice at the Rafah Crossing Point, should circumstances allow. The Council extended the mandate of the EUBAM Rafah Mission by a further year, until 24 November 2009. It pointed out that since the closure of the Rafah crossing-point the mission had maintained its operational capability and that the European Union was determined and prepared to redeploy its personnel at the crossing-point as soon as conditions permitted.

(Extract from the 2867th AGRICULTURE and FISHERIES Council meeting of 19 May 2008, p. 11) The Council adopted on 19 May 2008, a joint action amending joint action 2005/889/CFSP extending until 24 November 2008 the mandate of the EU Border Assistance Mission for the Rafah crossing point between Gaza and Egypt (EUBAM Rafah). The Council established the mission on 25 November 2005. The aim of EU BAM Rafah is to provide a third party presence at the Rafah Crossing Point between Gaza and Egypt in order to contribute, in co-operation with the European Community's institution building efforts, to the implementation of the Israeli-Palestinian Agreement on Movement and Access, ensuring the opening of the Rafah Crossing Point, and to build up confidence between the parties. Due to the situation in Gaza, the mission is currently on stand-by, but the EU has expressed its readiness to resume its activities as soon as circumstances permit and in agreement with the parties.
