formation La formation s’inscrivant dans le cadre du 4ième objectif du mandat de la mission EUCAP SAHEL Niger, le domaine de la durabilité, vise à soutenir le développement de structures fiables pour la mise en œuvre optimisée d’un niveau des ressources humaines ainsi que de la logistique au sein des trois forces de sécurité intérieure nigériennes, la police, la garde nationale, la gendarmerie nationale et les forces armées.

En concertation étroite avec l’école de Gendarmerie, le Centre d’Instruction des Transmissions des FAN et la DGPN, EUCAP a identifié des besoins prioritaires au niveau des capacités techniques des cadres chargés de l’instruction. Il s’agit d’une part de leurs connaissances des principes pédagogiques essentiels à toute mise en œuvre d’action de formation, et d’autre part de leurs aptitudes à mettre en œuvre les moyens informatiques.

Un cycle de formation de formateurs sur 8 semaines, de 5 jours chacune, a été établi et est actuellement mis en œuvre du 25 mars jusqu’au 24 mai 2013 au sein de l’Ecole de la Gendarmerie de Koira Tégui et au Centre d’Instruction de la GNN.

The aim of "EUCAP SAHEL Niger" is to improve the capacities of Nigerien Security Forces (Gendarmerie, Police nationale, Garde nationale) to fight terrorism and organised crime in an effective and coordinated manner, with a view to contribute to enhancing of political stability, security, governance and social cohesion in Niger and in the Sahel region.

The Mission is commanded by General Francisco Espinosa Navas.

The EU's interests in Sahel

The Sahel has a prominent place on European Union's political agenda. Europe has multiple interests in the region, including the fight against insecurity and organized crime, energy security and illegal migration. There are longstanding historical and cultural ties between the countries of the Sahel and Europe. Today, there are large Diasporas from Sahel countries living and working since decades in the EU Member States.

Planned mission's activities

The EU will deploy civilian CSDP Training, Mentoring, Advisory and Assistance mission to Niger to contribute to strengthening the capacities of Niger to fight terrorism and organised crime, improve the control of its territory, thus allowing for the execution of development related projects and facilitating development as a whole.

This mission is designed to help to fill "missing links" in the EU's strategic approach to the region, and it will usefully complement other actions funded from EU developmental and humanitarian funds.

The mission will assist in further developing and rendering operational the security dimension of the Nigerien Strategy for Security and Development by supporting the formulation and execution of the necessary implementation plans. The mission will also assist in the consolidation of common structures and mechanisms to fight terrorism and organised crime from a joint perspective;

The mission will also have some military expertise for liaison purposes with the Nigerien Armed Forces. It will be embedded in the military central level mainly with a view to perform broader coordination activities. This element is part of the manning of the mission and should be executed as soon as the mission deploys.
