The Council welcomed the continued efforts of the EUMM in implementing its mandate. The
EUMM has made and continues to make significant contributions in the area of stabilisation
and normalisation of the situation in Georgia. First of all through its monitoring activities and
by promoting communication between the parties via the Incident Prevention and Response
Mechanisms (IPRM).
The Council reiterated its call on all sides to fully implement the Six-Point Agreement and
subsequent implementing measures to participate constructively in the Geneva talks and
increase their efforts to mitigate the consequences of the conflict for the local population.
While expressing its continued commitment to Georgia’s independence, sovereignty and
territorial integrity as well as to the principal of non-use of force, the Council reiterated its
support for the full implementation of the EUMM's country-wide mandate, including access
to the de-facto entities.
While acknowledging that progress on confidence building has taken place, the Council called
on all actors on the ground to pursue their efforts on confidence building including as regards
IDP return. The Council also noted the Georgian government's new strategy for engagement
with the breakaway regions of Abkhazia and South Ossetia and called on all parties to seek
opportunities to improve the lives and free movement of people on both sides of the
Administrative Boundary Line. Ensuring free movement across the ABL is a key to
confidence building.

The Council welcomed the Mission's contribution to the overall EU effort towards conflict resolution in Georgia, especially by monitoring the implementation of the Agreements of 12 August and 8 September 2008. Given the cessation of the UN and OSCE monitoring missions, EUMM is now the sole international monitoring mission in Georgia. This has increased the significance of EUMM activities. The mandate of the mission was extended by the Council for another year until 14 September 2010.
The Council welcomed the mission's contribution to stability, normalisation and confidence building in Georgia. The Council reiterated its support to the full implementation of EUMM's country-wide mandate, including access to the de-facto entities. While expressing its continued commitment to Georgia's independence, sovereignty and territorial integrity as well as to the principal of non-use of force, the Council emphasised the importance of measures to further build confidence among the parties, including through taking advantage of the agreed Incident Prevention and Response Mechanisms (IPRM). This should enable human and trade contacts throughout Georgia leading to further improvement of living conditions for all populations affected by the conflict. In this context, the Council invited all parties to use all means at their disposal to contribute to these efforts.

The Council welcomed the work done by the mission in contributing to stabilising, normalising and confidence building in Georgia. The Council also welcomed EUMM's involvement in establishing an Incident Prevention and Response Mechanism in theatre. It reaffirmed its determination that the mission would continue to implement its mandate with the same level of engagement over the coming months in close co-operation with other international actors on the ground. The Council noted the lessons and recommendations identified regarding the planning phase of the mission.

The Council welcomed the rapid and effective deployment, on 1 October, of the European Union Monitoring Mission in Georgia (EUMM Georgia). It emphasised the quality of the work done to date and the need to maintain the same level of engagement over the coming months, and reaffirmed its determination that the mission would continue fully to implement its mandate in Georgia.
