The Council welcomed the work carried out by EUPOL COPPS in the establishment of sustainable and effective policing arrangements and in the criminal justice sector. The Council looked forward to initiatives aimed at enhancing the mission's impact and contribution to the capacity building of the PA and to this end encouraged the further strengthening of the mission's action at the strategic, operational and field level in close cooperation with Palestinian counterparts and other stakeholders.

The Council welcomed the work carried out by the mission in the area of police and criminal justice. In particular, it welcomed the mission’s efforts to strengthen its advisory section on the rule of law which now co-locate with their Palestinian counterparts and its advocacy for the Civil Policing Model and support for Community Policing. The Council agreed to take work forward on addressing further action in the broader rule of law in the Palestinian Territories. Synergies should continue to be sought between EUPOL COPPS activities and Community as well as Member States action in this area.

The Council took note of the current increase in the number of mission staff deployed and the continued activities by EUPOL COPPS in support of the Palestinian civilian police. The Council has begun work with a view to extending the mission mandate by two years, until 31 December 2010, without prejudice to a possible expansion of the mandate in the light of the evaluations to be carried out at the beginning of 2009.

23.06.2008 - Council decision to increase the financial reference amount for EUPOL COPPS

The Council adopted a decision amending decision 2008/134/CFSP on the EU police mission for the Palestinian territories (EUPOL COPPS) by increasing the financial reference amount for this mission to EUR 6 million for the period from 1 March 2008 to 31 December 2008 in order to allow for the reinforcement of its activities (10173/08). The mission is expanding to cover the criminal justice system. The decision implements joint action 2005/797/CFSP. EUPOL COPPS (EU police co-ordinating office for Palestinian police support) is aimed at facilitating the establishment of sustainable and effective policing arrangements under Palestinian ownership, in accordance with the best international standards.
